A look at the voting records

 

Voting records for the 107th Congress are based on the following issues. The percentage shown on the chart is the percent favorable vote with Farm Bureau.

1. China PNTR: The House approved HR 4444 that would make normal trade relations with China permanent. May 24, 2000. Approved 237-197. Farm Bureau: "yes."

2. Death Tax Repeal: The House approved HR 8 that would phase out the estate and gift taxes, repealing them entirely by 2010. June 9, 2000. Approved 279-136. Farm Bureau: "yes."

3. Market Access Program: The House rejected an amendment to HR 4461 that would have prohibited using funds for the Market Access Program, which gives grants to businesses and trade associations to promote agriculture exports. July 10, 2000. Rejected 77-301. Farm Bureau: "no."

4. Predator Control: The House rejected an amendment to HR 4461 that would have prohibited using funds for the Agriculture Department's Wildlife Services program for the destruction of wild predatory animals for the purpose of protecting livestock. July 11, 2000. Rejected 190-228. Farm Bureau: "no."

5. Cuba Sanctions: The House adopted an amendment to HR 4871 that would prohibit using funds to implement sanctions on the sales of agricultural commodities, medicine or medicinal supplies to Cuba. July 20, 2000. Adopted 301-116. Farm Bureau: "yes."

6. Death Tax Repeal/Veto Override: The House failed to override by a two-thirds vote President Clinton's veto of the bill that would reduce and ultimately eliminate the estate and gift tax by 2010. Sept. 7, 2000. Failed 274-157. Farm Bureau: "yes."

7. Income Tax Reduction: The House approved HR 3 that would lower federal income taxes by restructuring the five existing tax brackets into four: 10 percent, 15 percent, 25 percent and 33 percent. March 8, 2001. Passed 230-198. Farm Bureau: "yes."

8. Death Tax Repeal: The House approved HR 8 that would phase out the estate and gift taxes, repealing them entirely by 2011. April 4, 2001. Approved 274-154. Farm Bureau: "yes."

9. Wool and Mohair Program: The House rejected an amendment to HR 2330 which would have prohibited the use of funds for the Department of Agriculture's Wool and Mohair Program. July 11, 2001. Rejected 155-272. Farm Bureau: "no."

10. China Normal Trade Relations: The House rejected a resolution to deny President Bush's request to provide normal trade relations with China. July 19, 2001. Rejected 169-259. Farm Bureau: "no."

11. Cuba Sanctions: The House rejected an amendment to HR 2590 that would prohibit using funds to carry out the U.S. economic embargo of Cuba. July 25, 2001. Rejected 201-227. Farm Bureau: "yes."

12. Oxygenate Requirements: The House rejected an amendment to HR 4 that would have given California a waiver from federal laws requiring that reformulated gasoline contain at least 2 percent oxygen. Grain ethanol is the preferred oxygenate for the California market. Aug. 1, 2001. Rejected 125-300. Farm Bureau: "no."

13. ANWR Drilling Ban: The House rejected an amendment to HR 4 which would maintain the current prohibition on oil drilling in the Arctic National Wildlife Refuge. Aug. 1, 2001. Rejected 206-223. Farm Bureau: "no."

14. Farm Bill/Payment Limits: The House rejected an amendment to HR 2646 that would have required market loan gains, loan deficiency payments, and gains from certificates or crop forfeiture to be considered when determining whether the limit on the total amount of payments or gains any person can receive for a single commodity in a crop year has been reached. Oct. 3, 2001. Rejected 187-238. Farm Bureau: "no."

15. Farm Bill/Conservation: The House rejected an amendment to HR 2646 that would have shifted $1.9 billion from the bill's fixed and counter- cyclical commodity payments to land conservation programs. Oct. 4, 2001. Rejected 200-226. Farm Bureau: "no."

16. Farm Bill Passage: The House approved HR 2646 which would establish a new, ten year farm program beginning in 2002. Oct. 5, 2001. Approved 291-120. Farm Bureau: "yes."

17. Trade Promotion Authority: The House approved HR 3005 which would give the President the authority to enter into trade agreements with foreign countries regarding tariff and non-tariff barriers. Authorizes Congress to reject any trade agreement if the President has failed to consult with Congress. Dec. 6, 2001. Approved 215-214. Farm Bureau: "yes."
