Most Texans find it easy to come by. Many take it for granted. They get it in a variety of ways. Turn a faucet. Grab a bottle. Order it straight up on the rocks with a lemon twist. Water. It’s the lifeblood of a thriving state. "It’s critical," says Pierce Ranch General Manager Laurance Armour.

Dierschke alludes to the age old enemy of farmers and ranchers in discussing drought and weather-related disasters that were challenges for farm and ranch families in 2009. “The rains came back in the latter part of the year to some parts of the state, but for South Texas, the drought of 2009 was epic,” he said.  “It underscored the need for a federal farm program, crop insurance and other risk management tools.”

Generally, that means that farmers who have lost at least 30 percent of their production due to damages and losses caused by drought, above-normal temperatures and associated wildfires on January 1, 2009 and continuing are eligible for FSA loans.  Proceeds from crop insurance are taken into account when determining eligibility.
